Smart beam-type structures in plane dynamic bending are considered. The constitutive moment-curvature relations are obtained by trating the actuating effects of piezoelectric layers as eigenstrains in the structure. D'Alembert's principle in the formulation of Lagrange is used to derive an exact integral statement for the deflection. The quasi-static part of the solution is shown to be a Maysel-type integral. As a main result, those spatial distributions of the voltage in the layered piezoelectric actuators, which are not able to induce deflections of the smart structrue, are found out.
